We regret that to learn that Mr. J.A. DEVOL, of Independence township, on August 28th was attacked by an infuriated bull and had his shoulder thrown out of place besides being otherwise injured.

Clara WILDMAN, the Marietta favorite, has returned to the city with her great New York Comedy Troupe. They opened at the City Hall last night to a large and appreciative audience, and will perform every night during the week. This Troupe has just closed a very successful engagement in Cincinnati, where Miss WILDMAN was received with unbounded applause. Go and hear them.

Our good Democratic Surveyor, Mr. J.P. HULBERT, remembered us this week with a basket of very fine grapes, for which we return thanks.

Mr. Alex. H. HILL has returned from the Black Hills. He says gold can be obtained there, but the Government will not allow it to be mined. Alex. looks well.

On the 5th inst., Mr. Jacob SCHULTHEIS, of this city, celebrated his fortieth birthday, by inviting a large number of his German and American friends to an excellent banquet prepared for the occasion. The table groaned under the load of good things. The company enjoyed the occasion and all wished that Mr. SCHULTHEIS might live to celebrate his birthday at least forty times more.

Mr. R. INGRAHAM, of Lawrence township, had his leg broken in two places on the 25th of August. The accident was occasioned by a log which he was sawing in two falling on him. Mr. INGRAHAM is 73 years old.

We notice that up in Monroe county they put preachers upon Committees on Poultry, for their Fair. They suppose preachers know more about chickens than anybody else, having devoured so many during their ministry. We believe they are right up there. What Monroe ministers don't know about fat pullets, isn't worth knowing.

Rev. W.A. CHALFANT, of the U.B. Church, preaches his farewell sermon for this Conference year, next Sabbath evening. Mr. CHALFANT is an energetic worker, and very much beloved by his congregation at this place. Centenary and District work has militated against his usefulness in the city. Mr. CHALFANT has the missionary fire, and will win friends and golden honors wherever he goes. The hand of the diligent shall bear rule. We wish him success wherever his Conference may see fit to send him. We understand his congregation very much desire his return. He leaves the city Monday morning for Conference, which convenes at Louisville, Stark co., Ohio, Sept. 15th, Bishop Edwards, D.D. of Dayton, O., will preside.

Mr. MITCHELL and Mr. PORTER, teachers, made certain reports.
A resolution was passed granting the schools Thursday afternoon and Friday, 9th and 10th, a
holiday for the privilege of attending the Fair.
Mr. BARTLET offered, and Mr. WOODBRIDGE seconded the following:
WHEREAS, for four years there has been, in the control of the Treasurer of the Board, as is believed, a considerable surplus of school funds beyond what the demands upon such officer have required him to pay out; and
WHEREAS, it is important that such surplus be in some way made profitable to the taxpayers from whom it was taken, if that legally can be done, or not, that the taxes for school purposes in the city be reduced so as to avoid an accumulation of idle surplus; and
WHEREAS, it is clearly to the interest of the taxpayers of the city to know whether or not such surplus has lain idle for said period, or in case it has not, how in fact it has been and is used,
therefore be it
RESOLVED, 1. That a committee of three be appointed by the presiding officer, to ascertain if any surplus of school funds in the control of the Treasurer can be lawfully deposited or used by him so as to increase said funds by interest or otherwise; and if not, to report what reduction of taxation will probably be necessary to prevent the accumulation of such idle surplus.
2. That the Treasurer is hereby requested to report in writing to the Board the average surplus of school funds in his control, above current payments by ___ for the last four years.
3. That said Treasurer is hereby requested to report in writing whether or not the school funds coming into his hands as such officer, are at all times actually kept in his personal posession; and if not, to report with whom, and where said funds are or have been _____ deposited, placed or kept and upon what terms, understanding, arrangement or agreement, said funds have been so left, deposited, placed or kept; and whether or not anything has at any time been paid, given, or in any way directly or indirectly, has come to said Treasurer, or has been added to the amount of said schools funds ofr the deposit, custody, use or keeping thereof; and whether or not said Treasurer has, in way or form, derived or received directly or indirectly, any benefit, pe____ ary or otherwise, for placing said funds in any bank, or leaving them to the temporary custody or care of any person or persons other than himself.
Remarks being in order, Mr. FOLLETT said: So far as the funds on hand are concerned, the party offering this resolution and the party seconding it, know exactly the amount on hand. The latter is Secretary, and all money coming into my hands is shown on his books, and all money paid out is by his order. As he has only to examine his own books to find out, I am at a loss to know why he would, by his second, ask such a question in this Board. As to the compensation, he said, five years ago it was agreed, every member of the Board consenting, that while the Board had the power to pay the Treasurer a reasonable sum for his services as Treasurer, he should only have such benefit or compensation as might be incidental to having custody of the funds. Since 1873, no compensation is allowed, but the treasurer of every town in the State was required, as he is, to give a bond, and handle the funds without pay. Every member of the Board knew and has always known where he keeps the funds and what the understanding was when he accepted the office, and gave bonds for its faithful performance. As to the accumulation of funds he stated that the idea has been understood with the Board that they should go on and re seat several of the buildings, and that a fund also for primary schools should accumulate so that a large levy at one time might not be required.
Mr. WOODBRIDGE said he did not recollect that such a policy had been understood or worked to by the Board, and that he was not aware that an accumulation of funds for any purpose was being made.
Mr. PEARCE asked to remind Mr. WOODBRIDGE that his memory was at fault, as the Board had discussed this question at various times, and had gone so far as to purchase lots and pay for them, on which it was expected to build.
Mr. PEARCE also suggested that as Dr. BOYD was absent, the matter of the preamble and resolutions be deferred until there was a full meeting of the Board also for the reason that he, the President might appoint this committee, if they should be adopted.
Mr. WOODBRIDGE called for the ayes and nays. Called: BARTLETT, aye; FOLLETT, no; MILLER, ___. Mr. MILLER was not ready to vote on a question of this importance without further consideration. Here the matter rested, and after a general and informal talk, the question, by common consent, was laid over, to be taken up at the next meeting.
Mr. BARTLETT moved and Mr. WOODBRIDGE seconded the following which was passed:
WHEREAS the school law (section 42) provides "that upon a motion to adopt a resolution authoring the purchase or sale of property, either real or personal, upon a motion to employ a superintendent, teacher or teachers, janitor or janitors, or other employe or employes (or to elect or appoint an officer); or upon a motion to pay any debt or claim, it shall by the duty of the clerk of said board to call, publicly, the roll of all the members composing the same;" and
WHEREAS, the room in which this Board now holds its meeting is too small to conveniently more than accommodate its six members; and
WHEREAS, it is embarrassing for the citizen to enter a private office as spectator; and
WHEREAS, the City Council have kindly tendered this Board a commodious room in the City Building, therefore be it
RESOLVED, that the Board do hereafter hold its meetings in the City Building, in the room known as the "Engineer's Room."
